English Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a recent survey of municipal councils, UK councils are planning to sell social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of playing fields and land to support their finances, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and using savings to manage increasing financial challenges.”

Specific Cases of Proposed Disposals

Medway Council in Kent said its asset disposal plan included the sale of a retail complex in Rainham and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Wider Financial Strains

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to raise council taxes next April to address the growing cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

Research of county councils recently also found local finances being strained by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Ministers have put off planned reforms to the Send system until next year after a white paper setting out those changes has been postponed.

Deprivation and Funding Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the latest IMD measures,” said the report.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The data highlights the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the study found.
